So the underdash fuse box is not working. Only one fuse work with the voltage tester. The rest don't work. I put the ground on the metal and use the pointer for the fuses and it doesn't complete the circuit. Can anybody please help me.

Have you taken it apart and inspected the physical panel? Solders could be all cracked to hell.
