Only one DRL works, other side has low voltage

2004 Honda Civic Value Package (Canadian version with Daytime Running Lights). I was finally able to get that DRL light off the instrument panel by putting a fuse into the "Option" fuse spot which is the fuse box located under the hood. The only problem is that only the right side drl light works (they use the high beams as daytime running lights) so i probed both headlights with my multimeter to compare the voltage differences. The right side that works put out 12v and the left side that doesn't work put out 4v. Both headlight assemblies have LEDs installed and all 4 bulbs have decoders on them. Never had any other problems or errors with exterior lighting except both fog lights were burnt out so i installed new ones and they work great now. This is really confusing to me on what the issue is. I've tried everything from resoldering the drl module to buying a new one and testing it, checking the wiring and fuses and relays. Please help!
Maybe I should switch back to halogen bulbs and that would fix all the problems or use load resistors?

You've got it. If you have LEDs you need a load resistor.

Dang I thought maybe those decoder boards would have some intergated circuit that would replicate a load resistor but i guess it would have heat dissipation fins if it did have a load resistor inside. Now i know those decoders dont do anything else except boost the voltage or stop the computer from having errors. Anyways thanks so much man!

Although the LED bulbs looked nice, I could not make them work with DRL. Since the high beam circuit in the H4/9003 bulb is utilized as the DRL, you run into problems considering the low voltage required for LED - not to mention the extreme glare to oncoming drivers. I have resorted to a bright high quality halogen - until I can afford another Acura with the jewel eye LED headlights

Yeah some things just aren't meant to be. Now i know if anyone is having a hard time passing a safety because of non functioning DRLs and the LEDs are the cause of these issues then its just best to switch over to halogen for the time being until you figure out how you can fix it and wait for those parts to come in

I was trying to install HID's so did some research recently
Leds on original wiring can cause issues without the load resistor

Now, leds or HID in original housing is not good either. Unless well designed to application
