Sorry. More details. Tried to pull the lever on the inside and nothing happened, the normal pop that you hear didn't occur. Checked the hood, and it seems like it's in the closed position.

The handle you pull, did it feel wrong? (broken or detached, super stiff, etc)
Get someone to push/pull up and down on the hood while you push/pull handle/cable inside
trying to release the latch manually without a cable can be a pita

Hood cable runs through the front fender area above the tire, you'd have to get some of the plastic liner out of the way to find the cable (I'd also raise the car chest high and take off the wheel) but if you can't gain anything by gutting open the cable to pull on the inner wire, then you're still stuck.
