Replace or can a control module be reprogrammed?

I have a 2014 civic si and just need to know if my heater control module can be reprogrammed or if it just needs to be replaced. When the **** is turned to high the blend door actuator moves to heat the car. If I move the **** to 28 one number down the blend door actuator goes all the way to low. They’re no controlling the temperature. It’s either low to 28 all being cold then only one that heats on high position. If I put auto on it seems to do a bit more different temps being low to 17 all the same then 18 to 25 being the same temp and lastly each temp after to the high position the door blend moves by one. After reading on this issue I keep coming back to the control module being faulty unless there’s a way to reprogram it so that the door blend actuator will move to the temp it shows on the control module. Any ideas I’d love to hear them. Oh the door blend actuator is new. I replaced it thinking that was the problem, but I was wrong.
