60kph equates to about 37mph.. sounds about right at 3000 rpms. Read your manual, it should state where the normal shift points are. For instance my manual says for normal driving, my shift points should be:
1st to 2nd gear= 15mph
2nd to 3rd gear= 27mph
3rd to 4th gear=39mph
4th to 5th gear= 53mph
Just break it in slow and steady like it says.. then later you can ignore the above and rev it up as high as you think is safe.

For normal driving, shift it between 3000 and 3500. I gave mine about 2500 miles to break in before I got on it at all (which is probably more than most). The RPM/speed measurements sound about right. I don't usually look at the tach, once you get used to the engine sound, you'll be able to do it by feel and sound.
The speed/RPM isn't going to change when the engine breaks in. The speed matches a given RPM because of the gearing in the transmission. What the tach says with 3 miles is the same thing it will say with 300000 miles. That's got nothing to do with the engine, it's all tranny.
