Honda accord 2001 Error P141 mystery

Hi guys,

So the problem right now is P141 oxygen sensor heater circuit problem (check engine light). I am wondering if an aftermarket catalytic converter would damage if not cause an check engine light on the soxygen sensor on the catalytic converter?

Full Story (For more information)
------------------------------------------------
Brought my Honda accord to meineke down my street to repair a noisy issue. Found out my catalytic converter had holes in it and thats why it was noisy. I had no check engine light on at all before i brought it to the shop. The mechanic changed the cat with an aftermarket and the O2 sensor being OEM. After that, i got the car back and no check engine light, less than a week later, the light came back on. Brought it back to the mechanic and after 2 weeks of trying, he argure with me that the O2 was giving off good readings and doesn't know why I'm getting that check engine light (code p141). I actually checked it myself and saw the voltage reacting find but still check engine light. I brought it to hondadealer and explained to them but meineke told me. Their result was that the cat was not the right compatible after maket and oxygen sensor threading was damaged. Brought it back to meineke to show him that and it upsets him. He took the car back and for the past month, as of today, said that they changed the oxygen sensor. Check engine light came on then proceed to change the cat with another type of cat and use a 3rd oxygen sensor. Same problem, it came back. Then they changed it with a different oxygen sensor and then it came back. They believe there is a short in the wiring but i never had a check engine light came on before i gave it to them. The noise to the car was there for years and never threw an error.

If this helps to come up with solutions, I did a test of my own where i clear the error code, then I ignited my car and i hit the gas pedal with a constant pressure for a couple of mins. The check light engine never comes back on and I leave it in idle state and it still doesn't come back on. Then I turn off the car for 1 min and turn it back on without reving it. It would still be fine. the check engine light would come back on when i turn on the car and 30 mins it being turned off.
