2005 Honda Civic Alarm

Hi can someone help,
my battery got flat this morning.
Found the fuse 9 drawing lots of current whilst all the functions in the car are off.
ive recharged the battery but when try to put the fuse 9 back, the alarm keeps sounding.
With out fuse 9, the radio isn't working. and door locking and unlocking are not working too.

Year of car? Body style and code? Factory alarm or aftermarket install?
Country--GB--your cars may not be quite the same as in North America
Fuse 9, what circuit is that labeled as?
The alarm is probably going off because it was armed when the battery died. Now you need to disarm the alarm to make it STFU.
Remove the horn relay from the fuse box so the horn doesn't wake up the neighbours.
Install the fuse. The alarm will still blink the lights. Unlock the car using the transmitter or stick the key in the door and lock/unlock it. If one door has no effect, try the other door and maybe the trunk lock too.
Some of the cars will disarm after you turn on the ignition, some don't.
