My civic keeps overheating

I have a 04 civic EX, it recently started to overheat, when the car is running the temperature stays pretty normal (bellow half of the temperature gauge) then when the car stops for more than 10 minutes with the engine running, is starts to overheat, the gauge goes up to 3 qts of the gauge o even a little bit more, and it wont stop unless i start moving again.
I cleaned the battery terminals because they were really rusty and seems that it helped a little bit, but the problem is still there, I changed the thermostat for a new one and no difference at all, i checked the radiator to see if it had any issue and its in perfect condition.
When the car starts to overheat the fans turn on, after a few minutes of spinning they shut down, no matter what tem the car is at.

most likely a blown head gasket,

how is the coolant level in the rad? and in the overflow bottle?
