Timing belt tensioner - spring loaded?

I am replacing the timing belt on my 2005 Civic (1.7l). I have the tensioner off. Is it spring loaded? When I squeeze it closed to put a pin in it there is no pressure - it moves freely. Is this correct or has it failed? Thanks for your help.

There should be resistance as the pivot is dampened-- but not internally spring loaded.

The only spring is the external one that hooks between the pulley and a peg on the block.

it is correct, however, depending on your mileage you might want to replace it anyway
