Here's a picture of the display panel
See how the top part isn't lit? What's the problem with this? Some electrical short?
Last night was the first time I drove it at night and then I noticed it.'
Any insights will be helpful

Looks like it needs some light bulbs replaced.
Pull the cluster out and you should see several bulb sockets to twist out.

Thank you ezone again. When I was at the honda dealer to order the parts for national recall frepairs, the guy there mention that there was another recall about some electrical problems for this year model (2001),
I didn't really fully understand the problems so I was going to deal with it when I go there for the actual repairs.
Do you think maybe this is related to that? Or is it common for these bulbs to go out like they have?

Take a look at the back of the cluster, it should have a pile of places for light bulbs
Random parts diagram, looks like 11 bulbs might go in the area outlined by #1 (some are for illumination, some are for warning and indicator lights):

Probably the one for the low beam headlights.
Unrelated.
Incandescent light bulbs go out and need replaced.
Take a look at the back of the cluster, it should have a pile of places for light bulbs
