04 Civic Front End Noise

04 Civic DX makes sort of a wobble sound, similar to the sound a washing machine makes with an unbalanced load.
Any ideas on what it could be, or what to check, kinda stumped.
If you need me to provide any more info let me know.
It's not the wheel bearings or tires or driveshaft, they have all been tested.

Does it make the sound all the time? Only while braking? When your going fast, slow? Does it sound like a particular side? Does the sound get louder with speed?

It makes the sound all the time. It doesn't matter the speed fast or slow, the sound is there. It seems more pronounced to the front passenger side, but I can hear it from both sides regardless. The sound is consistent no matter the speed.

I would pull the wheels off the front and check the brakes. It could be a loose caliper bolt causing your caliper to slap the rotor. The pads could be loose.

No it's nothing like that. Already had the front end up on jacks, with both wheels off, with the car in drive going upto 60km/h, while someone else checked both sides and went under the hood and under the car. Still trying to narrow down where exactly it's coming from.
