You can save some money if you can find a quarter panel in a junk yard. The bumper does not appear to be damaged except for the paint so that should buff out and get resprayed.

They sell new prepainted fenders on ebay that you could buy and install easily but it might not match 100% (due to fading etc) and it looks like the bumper can be buffed out for the most part.

As far as a $170 fender from Ebay, good luck. He may get lucky but more likely he will get a POS that doesn't fit correctly, is cheaper metal and has poor paint. It appears that his car is silver and since silver is one of the hardest colors to match, a prepainted fender will not be a good color match. Fit and finish may not be important so an Ebay fender may be fine but it makes more sense to get real estimates and know how much the difference will be.

You're right, he asked for an estimate as to how much it might cost. He did not specify whether he could replace it himself or what his price range is.
Unfortunately, these are no longer $20k cars and most people probably don't want to spend 1/5 of the car's value replacing a fender. I simply offered a more economical solution to his problem if he chooses to go that route. If you read my previous post, I admitted to the issues of going with the economical route to let him make an informed decision.

I agree, it's really about making an informed decision so there is no right or wrong solution.
I have never purchased a body panel off Ebay and like most things you are more likely to hear about the bad than the good. My concerns would be shipping costs since it will probably have to go freight, fit since it may take hours to get it right or it may never fit correctly and lastly paint quality and match. I would say this is one time you would really want to research the seller since shipping it back would be expensive and they probably would not allow returns once you have tried to install it.
