cooling fan issues

I've looked at the forums and it appears that there are a lot of issues with the fans not coming on. My issues are they are coming on too much.
I have a 2003 Honda Civic DX manual with A/C. The issues are that both cooling fans (rad fan and a/c fan) are turning on when they kick on to cool the engine. Second issue is that this occurs even when the engine is cold. A third issue is that when both fans kick on the a/c clutch also engages and then disengages when the fan turns off. The fans only turn on when the blower inside the car is on. When the blower is off it appears that the fans function properly. I am not 100% on this point.
The heater, blower, and a/c all work fine. The coolant level is fine and no vapour locks or air in the cooling system. All the posts I read suggest either an ECT Sensor, fan relays, bad ground, bad thermostat, or bad coolant temp sensor. I was hoping someone would have a more precise diagnosis so I don’t just go changing parts. Thanks in advance for the help.

Yes, but why does the clutch on the a/c compressor engage with the a/c switch off and the defroster on? And both fans engage along with the a/c clutch whether the temp control **** is on the cool side or the hot side.
