Like they read the same code you did.....
Then made the same assumption that you did...about changing the cam sensor.
THEN found it was out of time.....like you did.

i have never heard of a tensioner bolt "breaking off", that is next to impossible, coming lose yes, but breaking off, no
the mechanic was probably lazy and didnt torque it to the specs, he probably just went by feel,
going by feel is fine with certain bolts and smaller bolts, but bolts that are extremely important like the tensioner bolt should always be torqued properly to spec
