03 civic lx car won't start

Hello

I have a 03 civic lx and my issue is that my car won't start. My headlights work fine but when I turn the key nothing else turns on or no clicking noise. *

I tired jumping no luck. I checked the voltage of the battery and is putting out 12.58 which is correct I think.*

The issue I think is I checked under the steering wheel and the 12 volt constant white wire does not provide any voltage which I think should always be reading 12 volts.*

At this point idk what to test or do or have a idea that the issue might be.*

Yes, the white wire is your 12v constant for your ignition. You need to trace that wire to find out where your 12v is going. That 12v white wire provides the 12v for your accessories and your starter. Does the green immobilizer key come on?

Edit: check your fuses too.

I will try to track where the wire goes. And have to test the fuses. Any best way to test fuses?

To check a fuse you can tell by looking at it, but sometimes they look good and there not, so the best way is with a multimeter. Switch your multimeter to ohm's (%u03A9) and measure across the two terminals. It should read low resistance, less than 1 ohm is a good fuse.

Edit: check fuses #19 and #20 in under hood fuse box and starter cut relay in under dash fuse/relay box. Also fuse #13 in under dash box. This is for 01-02 civic. Check your manual to see if it matches.

Now I noticed my dashboard lights like A/C or heat ***** do not light up at night but the fuses are tested and good. Could that be a bulb itself?

If the fuses are good then yes it could be the bulbs, or a loose connection. Stuff can rattle loose overtime, especially if the radio was removed and replaced with an aftermarket one.

Is this a new issue? Or have they been out for awhile?

There's 4 or 5 bulbs for the HVAC controls, usually a good idea to replace em all so you don't have to tear it apart again.

New issue. The lights that tell me a/c ,defrost and Recirculated air are on or off work but dimmers do not. I'll have to check the bulbs
