When I have my ac on

I press the pedal and the pedal doesn't stick but it revs goes down then revs and goes down (without my foot on the pedal)

It's only when I have the ac on

May be normal, too. The AC makes a significant load on the engine. It is noticeable as it cycles on and off. The engine RPMs should stay relatively steady as the AC cycles on and off though.

Is the check engine light on? What codes?

No check engine light
The ac doesnt get cold and there is Frion in it (I don't know if thats the problem)

Can't answer that without knowing exactly what the compressor is doing, and what the engine is doing. And maybe what the AC system pressures are when this acts up (only if the AC engages at all).

A system that is seriously overcharged may not cool, and could make the engine bog way down when the comp kicks on. Still, I can't tell what is going on from here.

If the AC doesn't work, then leave it turned off. Or get it fixed.
