Ive got a 2002 civic, 1.7L, automatic transmission, about 140,000 miles on it. I tried starting it the other day and when i turned the key it wouldnt turn over or even make any clicking or anything that sounded like it was trying to start. All it did is the 4 way flashers flashed and it makes a dinging sound in the car like when u open the door. It does that for about 30 secs then stops. The lights all work, power windows work, checked the battery and its good. It just does the same thing everytime with the 4 ways and dinging sound, no starting or clicking or anything at all. And i dont think it is the security key doing it because there is no key symbol or anything flashing on the dash. I tried taking the negative battery cable off for awhile and resetting it but that didnt work and all the fuses under the hood and inside are good. Im lost

You sure it's the flashers, not the parking lights?
The parking lights make it beep, the flashers don't.


My guess:
I think you may have an alarm that isn't disarming.
Probably aftermarket, because the factory security stuff doesn't disable the starter--only the immobilizer keeps the car from running in the event of theft without the proper key.
Aftermarkets get wired to disable the starter.

I'd be doing a couple of real basic checks on the circuits for the starter, and looking under the dash for aftermarket alarm stuff with hacked wiring.

Then remove the aftermarket stuff and repair the hacked wiring properly.
