2003 civic not turning off

2003 civic not turning off
I have a 2003 4dr civic that was wrecked in the front end pretty bad. I replaced the fuse box. The car will start but when you turn it off it won't shut off and you can unplug the battery and it will still run and go into gear and drive. I'm completely confused on what it would be. Someone please help!
