I've been wondering if my car should've come with an alarm.

I have the keyless entry remote with UNLOCK, LOCK and PANIC mode only.

However there's a strange red light under my Cruise Control and Mirror switch that doesn't light up at all. It's connected to something underneath the dashboard/steering wheel; you can see the cable there.

Could this be the alarm? There's no sticker on my window either that notifies that there is one. Could it be disabled? How can I reactivate it, if it is?

prolly a factory alarm, which is a small box that plugs in under the dash where you describe. comes with a led light too and works with the keyless remote. go inside your car and press the lock button on the remote. then manually lift the lock of one door and open it. if nothing happens, you just have keyless. if the horn starts honking, you have the factory honda alarm accessory.

I stepped inside locked myself in and unlocked and opened the door.
No sound or lights.

Although the LED doesn't flash at all.

Does the alarm need a battery or a fuse to work?

if its oem honda alarm, no. its just a module that plugs into the stock wiring under the dash. if its aftermarket, yeah it requires alot of wiring to get it working and a fused power wire to the battery. its possible someone before you had an alarm and decided to remove it.
