Timing belt on outside edge

Timing belt on outside edge
I've tried searching, but I can't find the answer to this specific questions. Is the timing belt suppose to be riding on the outside edge like this (see pics below) or is there a problem somewhere (like with the tensioner)? This is a 02 civic lx. There is even a little line on the outside of the belt where it appears it isn't riding on anything. If this is an issue how do you fix it? Thanks.
