Fixing Scratches and Sound???

Hey, I just bought my 2001 honda civic ex the other day and when I got home, I just realized how many small scratches there is on the car. If I was to fix it myself, if that's possible, how would I go about doing it?? does anyone know??? also...when I drive the car and press on the gas, I keep on hearing a sound...like something is going round and round and round. does anyone know what that sound might be??? any help will be very much appreciated! thanks.

well, actually there's alot of susbtances to help fix a scratch but I don't know I would I go about fixing it??? I am afraid I might make a mistake and then really mess up my car's appearance.

a buffer. I detail at honda. and a wool pad will work

Hmmm...i was looking at buffer the other day....some cost around 200 dollars. if it cost around this much, wouldn't it be better if i just go to a shop to fix up the scratches???
