Seems like you're going to be more concerned about what other people think of your car. Mod your car in your own style and be happy.

Do not do anything to your civic such as: decals, spoiler, body kit, neons, etc. Pretty much anything that makes the car visual, but does not add anything performance wise. Doing the things listed above = riicer.
As far as performance goes, keep in mind, it's a civic. Civic = slow. "I" do not believe anything performance wise, other then turbo will "help" this type of vehicle. But "I" would not try to "enhance" the Civic. RX 8's = fun [touring package]
Also if you have not done so already, learn manual. Get a manual vehicle. Manual =

dude hes right all of the hondas are slow but if you want to add a lil to you know impress....put in intake (cold air) new intake manifold......turbo would be nice (then you need nice ignition) get some new headers then MAGNAFLOW high flow CAT.....and a cat back exuast...wont be to ricie and you'll be cruisin around beating VW golfs lol!!

Good choice. Don't get a body kit. If the car is used and u want it to look better AND not be qualified as riicer then get a paint job. Original color.

Man, what car are you actually thinking about getting.. that has a lot to do with what you are asking. 01-05 civics are a complete waste of time if you're thinking about trying to make it a quick car. You would be better off buying either a 99-00 si (160hp, 130ish tq), an 02-05 civic si (160hp, 145ish tq), or an 06-07 si (195hp, 140ish tq). Those are by no means exact, but you get the idea. Those cars also have higher potential and respond better to engine modifications than the engine in the 2001-2005 civics (non-si) do so as far as money goes you'll get more bang for your buck every time.
Let me tell you from personal experience here.. When I bought my 2005 civic dx/vp I knew nothing about cars at all, I was in the same boat that you're in right now. I thought that I would pick it up, throw a body kit on it, buy some stuff for under the hood and have a quick little car.. I was dead wrong. After really learning a few things I realized something, the more you know about cars the gayer and uglier body kits become. Also, I realized that the car I was so dearly planning on modifying was probably the worst car that I probably could've bought for that purpose.
Look at it this way.. in a 2004 civic dx (d17a1 engine) you could buy an intake for $400 and end up boosting your stock 117 hp to 119 hp, whereas you could take a 2004 civic si (k20a3 engine) and spend them same amount and end up bumping your stock 160hp to 165hp. That is by no means exact, but you get my drift. You spend the same amount of money and make more power.
Also, contrary to what people will probably tell you.. there is no use on putting an exhaust on a car that doesn't really benifit from it. Apply that mentality to all aftermarket parts and short of going turbo with a 2001-2005 civic, all aftermarket parts aren't really worth it. This is why the only thing that I have done is a k&n filter to slightly improve gas mileage, and a sound system so I can enjoy driving my very slow car.

where 7thgens lack in the power department they make up for in potential for handling and looks. focus on that with just the basic bolt ons and youll have a fun car
