Question Calling all experts! Ive got a good one.

Ok heres my problem. For the past couple weeks my drivers door lock actuator was acting funny. I knew it was going bad. Well it went, which isnt that big of a deal cause they are only twenty bucks,and could still arm the (factory)alarm if i manualy locked the doors first. A couple of days later I go to leave for work and my radio isnt working and my alarm is gone. Sounds like a fuse right? Wrong! I used to work as a car audio installer for a big company so i get out my voltameter. I tested every fuse in car and under hood. I go behind the radio 12 volts to switch like it should. Whats weird is only 6 volts to the constent wire (from the factory side of the harness with radio unplugged). Still sounds like a burnt fuse, but after further inspection, my door chime and dome light will only work with key in the ignition. I am absoutly baffled. I am calling out to the civic world for some serious help. I dont want to take it to my local dealer because they are horrable. I work for mercedes and porsche in the parts dept so i have access to help and no one is sure of what this is. Oh and I replaced the actuator. I thought that maybe it was grounding out the system due to neg door lock setup. needless to say it didnt work. If anyone has any question please PM me or email me. Thanks guys

Have you checked the "back up" fuse in the under hood box ?? #9 = 10 Amp.

if it isn't a fuse i would keep on going around with the voltmeter and see if you can isolate it to a certain wire because it almost sounds like a wire behind the dash or under the hood is grounding out.
