Wierd grinding sound from wheels?

Anyone? for the past couple of weeks, when it's really silent outside (as in no cars around or anything) when i drive reallly slow (uner 30 kmhs) i car hear a griding sound comming from my wheels. When I speed up past 30kmhs, I don't hear it anymore. At first I thought it was only when I braked and figured my brakes were gone. Had them checked, everything is fine( even replaced front pads//discs, had rear drums cleaned of all rust n everything) just to be sure. If it might contribute somehow....i've been needing a wheel alignment for about 3 months and have been dirivng on blown shocks (3/4) for atleast 1 entire month. Car is an 02 with 92,000 kms.

edit - the only way i can think to describe the soudn is 2 cinder blocks rubbing together. Honestly it sounds like when your pads are done and it's grinding into the discs...
