headlights take time to come on

headlights take time to come on
When my 99 civic is cold, just the headlights take a while to turn on. Sometimes 2 seconds, sometimes 10 minutes. I thought it was outside temperature related, but some cold mornings it would turn on quicker than warmer mornings. The high beams work as long as I hold the high beam switch.
