Bumper needs to come off for sure. Once it's off you'll see that there is one more bracket screwed onto the taillight that is also bolted to the body. This bracket holds up the bumper flush to the bottom of the taillight.
Make sure to spray WD-40 or some similar lubricant on these last couple of nuts, as they often rust right up. I was changing a friend's and they freakin snapped.

You don't "have to" take the bumper off but it definately makes it a lot easier. I had the same problem....the trunk light were easy, then the side ones wouldn't come off. I got under the car to see the screw all the way up near the Civic emblem. My bro does auto body so he was able to take the bumper off and put the lights on in a matter of mins. Post some pics when it's done... good luck

if you've had your front bumper off you sound have no problem getting the back off. Like the past two posts, it's way easier if you atleast pull the top of the bumper off. You should have three screws on either side. One under the little round cap when you open the trunk and two in the wheel well. Then just pop the top of the bumper out all the way around and it should hang far enough down to loosen the screws that hold the last screw in the bottom of the light. Then put it back together!!! If you have any problems let me know and I will take some pics for you. Laterz.
