I am having this exact same problem out a 2013 model. I questioned it being the starter as I never had one lose power to lights and accessories then take a minute to come back on like yours. Usually it always just click click clicked.
However my cables are tight and battery is good. So I am stuck for the time being. Going to remove starter next but I don't think that will solve it but that's one more thing to eliminate.

Also, you have a 9th gen, there are quite differences to the 7th gen, so we think you are best not having a discussion there.

You can pull out the starter and test it with jumper cables
