Question Front end issue

Good day all! New to the forum here, on my second Civic. First was a 97 coupe, now with a '07 sedan. So far, great cars to work on! Anyway, I've got a lovely pulsing sound coming from the driver's side front wheel area. Not clickity-clack like CV joint and not exactly metal scraping like rotor. It does increase with speed and when cornering it's quite noticeably louder. Sorry but, it's basically a low pitched, "wuh wuh wuh." Here's the thing: I can rule out bad tires and brakes because I jacked up the car, pulled the wheel and caliper, set the parking brake and put her into drive and the noise was still there. Also, I noticed that just leaving it in drive and not stepping on the gas at all, the axle was turning but it kept, "getting stuck" like it was hitting resistance. I don't THINK it's the CV axle and I'm leaning heavily to wheel bearing but not 100% sure. With the bearing requiring the press and hub remover I don't want to commit to investing in the extra tools if it's likely something else.

Any suggestions on what the likely culprit is here?

Wheel bearing, you could take the knuckle to a shop and get them to press in the new bearing

And press the old one out? That could work. Rockauto has them for like $15-$20 and I'd rather throw cash at a shop than buy all the stuff for one repair.

Yep they'll press out the old and press in the new. Shouldn't cost much at all

or get a harbor freight press, should get paid in a couple things you press out and in (ball joints, control arm bushings, etc)
