Power steering tight after starter replacement.

I'm just curious if this is normal. I got my starter replaced in my 2006 civic a few weeks ago. Ever since my steering has been a little stiff, but tonight was the worst. My car sat just over 24 hours, it's maybe mid 60s here tonight. When I just started my car to make a gas station run I could barely turn the wheel at all. After several seconds it loosened up, but the whine when turning was pretty loud. Prior to the starter replacement I had zero issues with this. Is this potentially from the process of taking the steering column apart and putting it back together? That was my assumption the last several weeks, but I feel it definitely is not cold enough out tonight to justify how bad this was. It has absolutely never been stiff even slightly outside of the super cold winter days before it warmed up properly.

Should I call the shop and speak with them, assume it will loosen up more with time, or consider that it's likely just going out and make sure I save up the replacement money. The starter was replaced at a Honda dealership service center, so I'm not concerned about things like cheapo parts or staff who didn't know what they were doing.

I'm only mildly versed in car maintenance and repairs so I'm not sure if this is normal or not after the maintenance done. Normally my dad helps and I've only really done basics myself (alternators, window motors, etc) any advice is appreciated. I don't want to assume the shop has done something wrong.

I would definitely give the dealership that replaced the starter a call and mention you're having issues ever since they worked on it. All 8th gens have electric power steering if I'm not mistaken. Check power/ground cables. Maybe the battery connector is loose.

Start simple: Is the power steering fluid low? If low, where is it leaking?

9th gens have electric power steering.
8th gens had hydraulic power steering --- except for the SI and hybrid, they had eps.

Oops, that's what I get for Googling too quick. First pic that looked right didn't have a reservoir, turned out to be from a 2013.
