P1129 will not go away

Hello all, I have a 07 ex with a P1129 map to high. So my issue is I cant seem to fix it. I have smoke tested it, checked wiring, check timing, adjusted the valves, replaced the trottle body, changed the map sensor 2x, and im at a lost. I have checked what it reads on reader and at idle it reads like 35ish kpa, which what i am reading is normal. I guess. I did vacuum test with a gauge the manifold pressure. looks good. I know it could be the pcm but I wanted to check if anyone else has dealt with this issue and what did you do. Thanks for your time.
