I'm headed to the mountains for school pretty soon and I would love to keep my civic but its locking the power to go up and down those hills constantly. What would be the best option to give it the power needed?

Nothing that would be worth the money. If it’s really that bad (which I’m honestly having a hard time believing), you’d probably be better off getting a different car.

my old 2001 LX went I40 up and down 3 times without issues other than the trans locking at 3th gear when i pushed the throttle all the way down.

Are you doing the minimum tune-up? Fluids, filters, etc. Maybe your engine is just not up to maintenance...

I haven't done a tune up other than oil and new break fluid and trans fluid.. When I went a few months ago to the mts I was in 3rd, with my foot to the floor, barely picking up speed
I think the incline was around 10°

check air filter at the least...
then check spark plugs, etc.
