I painted bright blue on CAI, and paint is starting to come off. I am going to remove all the paint and start all over again.

Can you guys give me some tips on how to permanent paint on my cai?

Well on aluminum your going to need a high heat metal primer and a high heat engine paint. You should be able to get that at most auto parts stores. It wont last FOREVER but it will last you a good while. Make sure the metal is TOTALLY clean, anything on it and the paint will flake off.

put primer first, and then the paint? Do I have to let the primer dry first?

yes, the primer needs to dry. it will create a surface for the paint to adhere to.
