White Lil Spots

Ok, I didn't know what to search for so here is my ??

I have some white shiet on my front end, looks like dust, but won't wipe off when I wash my ride, what is it and how can I get it off? It looks as if my car is always dusty on the front even after it is washed. What can I use to remove it? Thanks in advance!
