I have a 2005 Honda civic VP (Value Package), it is a Canadian market version, gasoline.
My keyless entry is not working, I know this is a commonly asked question on this forum, I've looked at as many threads as I could to figure out a solution.
The keyless entry worked when I bought the car about 5 years ago, but last summer (2022) it began only working intermitently. I would have to click my key fob many times for the locks to work remotely, and it slowly worked less and less over time, until this summer when it stopped working completely. The interior door locks switch works, and only the rear passenger side door lock actuator has issues (I'm getting around to replacing it eventually, it only has issues locking/unlocking sometimes, bought the part off RockAuto recently). Turning the drivers side doorlock with my keys activates all the actuators and locks every door, so I know that part of the system is intact. Interior lights and everything electrical works fine on the car, it's just the remote entry seemingly not picking up a signal from my fob.
Just listing these so you know my level of competancy, I am no expert, I know there are plenty more knowledgeable and skilled people than me. I do all the work on my car myself, and haven't done any damage to the harness (as far as I know). I have changed the belts, replaced all the fluids (trans, diff, oil, coolant, brake, power steering), and replaced all worn out suspension components (shocks, balljoints, bushings, etc.). I have fixed no start issues on long term parked cars. I am not an electrical person, I have built basic pcbs from scratch (I have a diploma in tech teacher education and going into my bachelors of education program in september), and fixed electrical systems on motorcycles (from 40 year old to new hondas) relating to headlights and starter issues, but troubleshooting electrical in cars is not my strongsuit and I need some help. If you have a solution I should be able to understand the procedure and test it correctly.
What I have tried:
Replaced batteries in my key fobs and bought new ones from honda and after market to no avail.
Tested battery output, and it's good.
Checked all my fuses, they are all good.
Tried moving the door while unlocking to see if was a harness issue.
Reprogramming keys does not work, there seems to be no signal to the actual receiver. They keys are properly programed 100% sure on that.
Tried checking electrical ground of the keyless entry module. Seems to be receiving power, highly possible I'm doing it wrong, I do not have a wiring diagram.
Checked the electrical connection to the actuators, everything seems fine.
I have read that the central locking system may be the issue, would I buy this from a wrecker, or can I purchase one online new? (this is where I got that info from)
I have no idea what to search for to find the right part for this, is it the main control box the computerized fuze box below the steering wheel?
If there is a thread on this forum anyone knows of that they can link me to, or if anyone has had a similar issue with their 7th gen civic I would greatly appreciate the help! If I am missing something or it seems I don't understand something correctly let me know, I will not take it as an insult, I know I am capable of being clueless/ignorant!
TL;DR - My key fob has power, is programmed correctly, the fuses are good, the interior switch, actuators, and interior electronics are working, but the keyless entry system doesn't work. I've tried everything I can find online.

You've replaced the key fobs? Are they Honda genuine fobs or aftermarket? I purchased a ~$20 fob for my '03 CRV that requires multiple presses to lock/unlock. But hey, it was only $20.
Yes, genuine Honda key fobs were bought, and my aftermarket ones from before used to work as well. Oddly I am not even capable of reprograming new keys to the system, there seems to be no signal reaching the car. I don't hear a relay or anything when I use the keys The light is working on my key fobs, and they worked fine being program to my buddy's 7th gen
With everything you've done, I think it's safe to say this isn't an issue with the fobs or the receiver. I would use a meter to check the receiver wiring. If that checks out, I would start looking at the multiplex control unit (part of the under-dash fuse box). Here's the wiring diagram for the receiver. Definitely double check fuse 9 (10A) in the under-hood fuse box and fuse 10 (7.5A) in the under-dash fuse box.
