Is this safe for a power steering fluid flush and fill [solved]

I studied a video on YouTube as to how to flush your power steering system without a machine..I guess some of you are aware of this method. It involves using a length of clear hose and a plastic hose junction or coupler. What I want to know is, is it safe to do this with the wheels on the ground.(not up on jack stands). I was thinking about putting 2 pieces of cardboard under the front wheels so they would turn freely. One video wants you to put the front wheels on jack stands when turning the steering wheel to flush out the old fluid.

Better to have the wheels off the ground. Only use honda fluid.
