Steering movement

Hi everyone. Hope I can get some help regarding this ongoing issue.
I have a 2002 civic ex VTEC model, the steering seems to not feeling good when I'm driving. If I'm on an uneven road steering will move left and right, sometimes it would do the same thing if I go over a bulb as well. What seem to be the problem here?

Bump steer. Check all suspension and steering related parts. But if you're lowered it's pretty unavoidable

I'm not running lowered lol. I hate lowered cars. I'm running 17x7.5 4x100 , 35-38 offset wheels wheels.
I changed two racks now. Lower from control arms are new , over a years or so ago.

Shacks,struts, tie rods, sway bar links. and ball joints are new from the local parts Store. Other parts are new from Rock Auto. The Rack and pinion is from the junkyard but it didn't shows and visuals signs of oil leaking when I bought it.

I be having this issue for some time now. Even with my first own car, 07 scion TC.

The guy was saying that when he was adjusting the alignment I see the middle part of the rack was moving, I said that's where tie rods connected to and it will move from there.

then tell us in the first post.
wider tires also increases the "following the road camber" effect. put original wheels/tires and check if problems persists

not sure what the 07 scion matters to the civic...
