Ball Joint question.

Would a bad ball joint cause my steering wheel to vibrate when going speeds around 65-70mph? I also notice on some highways that have like a left lean to um...my wheel doesnt vibrate...but on most it does vibrate. I'v tried 3 different sets of tires (all properly balanced) My two sets of stock on the 14" rim...and I also have 18" rims and they all vibrate the same. When I'm going straight and higher speeds....when I shake the wheel myself a little bit...the steering feels clunky. Im just fed up with the vibrating steering wheel and nothing has worked yet.

if they all vibrate on the same roads... and dont vibrate on the same roads...

its the roads...
