Did some searching but could not find anything, 2003 Civic non VTEC, cranks up runs just fine start to drive and about 60 seconds later vehicle acts like it's running out of gas but does not completely stall out just very low RPMs. After a couple seconds vehicle returns to normal and runs just fine for the duration of the trip. Shut vehicle off wait an hour problems starts all over again.

Try cleaning out the iac valve. Do not buy a new aftermarket one, either buy new oem or get a used one from the junkyard

Okay, went to the salvage yard picked up a new throttle body assembly. Disassemble to include idle control valve, put in ultrasonic cleaner and got it looking like new inside and out. Reassembled salvaged throttle body and put back on vehicle and same problem still exist
However I did have my OBD2 scanner hooked up on live data at the time and for some odd reason my short-term fuel trim went to over -20%. Whatever is going on the computer is intentionally taking away fuel creating a stall.
