You talking about from a dead stop or while moving?
If it's the former, could be that the synchros aren't lining up 100%. Dogteeth could be worn down a bit and slight misalignment will cause more of an issue than fresh gears in the tranny. Shifting into second aligns them a bit better so it'll go into gear. You typically hear about the same issue, but usually with reverse gear, and not only the 7thgens, but older d-series civics as well. IIRC, it was habit (in my 2002) for me to shift into 2nd then back into first, but I attributed that to me being fidgety.
If the issue is while you're moving, yeah, it prolly won't let you readily shift into first while in motion. Maybe if you're going at a snail's pace, but that's about it. Like, as you're braking, and just before the car is stopped.

Im talking about at a dead stop. It won't go into first unless I go second then first. Sometimes it will go into first if i slowly let the clutch out, it'll pop in but that's rare.

Synros, almost for sure. LIke 95% positive at this point. You can either a) suck it up and/or see if a tranny fluid change helps (won't 100% fix, but might help) or b) spend the $$$$ to have someone rip apart the tranny to inspect and/or replace the synchros. Do you have any issues with your car popping out of gear randomly?
