Please Help ! Speedo not working !

I have hit a bit of a road block trying to fix my speedo in a 2002 civic. I seem to be having a bit of a different problem than most posts on here. My speedo just isn't ever sitting back down to zero. It may ideal at 40km/h one day and 140 the next. it uses that ideal. It seems to gauge my speed fine from there, its just not displaying it properly. As I accelerate the gauge seems to be going up properly. I have checked the VSS and it seems fine, really clean, in good shape. I just pulled apart the dash and everything seems fine, no loose wires running into the speedo. Any ideas, suggestions would be so greatly appreciated ! ! ! !

Try a gauge self test first, see if the gauges will all sweep the full range of the dials.

Then try a "reset" which is disconnect the battery and touch the cables together for like 10 minutes.
If all that fails.......Try another cluster. Sounds like the stepper motor is bad.
