This winter I began experiencing issues with the locks on my 2016 civic... here are the symptoms:

when using the fob:
-only the front driver door locks and unlocks
-fuel cover locks and unlocks
-all other doors are unresponsive to both lock and unlock actions

when using the driver side lock buttons:
-front driver and front passenger side doors lock and unlock
-fuel cover locks and unlocks
-rear passenger and rear driver side doors remain unresponsive

when using the passenger side lock buttons:
-same behavior as driver side lock buttons.

I have checked the fuses (2,13,16,38) and they are all fine.

Any thoughts would be appreciated.

I would start by going into the settings and then vehicle and see what the lock are set to do. In my car the fob was set to unlock all doors but I went in and change it to just the driver door. There's a lot of configuration that you can do within those menus.
