Engine braking noise when I let off the throttle and coast

Engine braking noise when I let off the throttle and coast
Hi. My 2019 Civic 2.0 has a loud and very annoying engine braking type noise when I let off the throttle and coast.RPMs stay at 1350 until it gets down to 19 mph and then the noise will stop. The noise will stop as soon as you give it gas and starts again as soon as you let off the gas. Honda service techs say that if it doesn’t throw a code = it must be ok.
Car has 28k miles on it.
Mechanic #2 took the throttle body apart and cleaned it and everything he could think of. Checked the motor mounts and brackets to insure that they weren’t loose… Wheel bearings too.
I have a video with audio of the sounds coming from the engine compartment just ahead of the steering wheel area.
Any ideas guys?
