car broker?

I got this PM from somebody (won't name him), it's about getting a Civic from a broker.

---------------------
its from a broker........ pretty much...... this business.... buys cars at cost from the dealership.... and the dealership will sell b/c is costs the dealership money to keep the car on the lot (insurance, etc.)...... then after he sells directly to customers..... the reason y the cars they sell will be a lot cheaper is cuz dealerships need to make more money than this small company.... the sales rep...... the sales manager.... the dealership..... just means more middle men.......
---------------------

Anyway, I got a quote back for $20550 2003 Honda Civic Si, ON THE ROAD. (This is not a typo, haha). Has anyone bought or had experience from a broker? Any ideas/comments? Thanks!

Obviously I'm a bit skeptic, so don't mind me, the prices is dreamy, lol.

difference is that u pay a lot more goin to the dealership...... thatz pretty much it...... but the broker doesn't have a showroom...... u test out the car at the dealership and after u decided what car and options u want.... goto the broker to buy it....

Nice nice!
What's a VIN#? By the way, do I have to have insurance before I get the car? How do the licence plates work? Do I just get licence plates right away?

vin number is the number on the dash board.. that varifies your car.

generally, you will need insurance b4 the car can get on the road.. but some ppl/salesppl may look pass it.. as if you pay it up front with cash..

they will provide you with a license's plate.. unless you want to customize your own.
