Buy from the dealer... Iamfob provided the P/N for them a while back. Too lazy to search for you, though. :P

Your best bet is to go to a body shop and ask. My JDM sides didn't come with any brackets either. I just went to a body shop and they did the rest. You can use 2 sided tape but that **** sucks. My Xenon rear keeps coming loose because the 2 sided tape doesn't stick. I've had to get it fixed twice already.

Theres this grey sticky stuff that you can use. I think Honda used it to mount part of my OEM side skirts.. I guess with the grey sticky stuff, you can smear it and its a very good adhesive!

I made my own brackets using sliding door track from Homo Depot, as per A Spec's instructions here. I used a good amount of double sided tape and in fact put some of the 3M stuff on the little retaining flap deal (the part that contacts the bracket) so as to hold the skirt onto the body...2 rainy days driving so far and no problems. I did have to reinstall after the first time cos it rained less than 15 min after I installed and the doublesided tape got wet before it could cure.
