I recently passed emissions inspection again with lots of mods including a HF cat and Hondata KPro and can pass this on -- they plug their OBDII computer into the datalink connector and if the CEL isn't on, no trouble codes stored, and the "emissions readiness codes" are properly set, you pass. it's actually easier to pass than the old sniffer test as long as all your emissions equipment is in working order. but don't make the mistake of resetting the ECU to clear a code right before the inspection, because that also clears the emissions readiness codes and it could take up to 100-150 miles of driving to get them set again.
