What is Rice any way?

What is rice any way?
I keep hearing the term rice over and over on the site.
Are headlights rice? tail lights? If that's the case every car here is rice,
with the exeption of the stocks.
When i made the choice of buying a Civic I tought that this is the most fun car to build for fun, economic, good lucking, it was a smart buy. I had a 3000 Gt and there was hardly any after martket parts for it. I could off bought an Eclipse but I needed a confortable back seat.
Seems to me that people that only have enought $$ to buy wheels and may be a wing or body kits stop there, and beacuse others chose to put more into their cars they get label rice.
To me if rice is a derrogatory term for sucky mods, it will be some one that will hand spray paint their car or put a lot of stickers or something goofy like that will be concider rice but when I check the pictures or a members car that dis some one as rice, their cars are close to stock just wheels or may be a body kit or nothing at all!
Is it a yealousy or a hate issue?
What do you think?

Did you say no parts for the 3000 Gt? You have to be kidding me. You just never looked in the right places. The guy at the local Firestone has a 3g gt and a Galant VR4. His 3g is running 11's and his VR4 is closing on that territory. And for the people who are on this site all the time, RICE is pretty much anything you can do to your car. Yes, even JDM parts will be considered RICE b/c we are in the United States and that is what the mentality is here.

RICE used to be considered a loud exhaust that gave you no power(can you say tip?). You go to Japan, the exhaust are loud and gave you a lot of power. Here and N1 endurance type/shaped exhaust are considered RICE, but who here actually races? I do not mean going in a straight line. If I wanted to do that, I can do that on the way to work. It is all preception and interpretation and everyone knows how that can go.

I see that he is taking a shot to Civics, but I disagree on a few things like (the lowering of a car don't enhance stability) I hate to tell that to NASCAR and Formula enginiers!
When is done right with the right tools and parts, traction and stability do get better on a lower car, it may not be pratical on the street but on a track is a different story,now if some one just cut the stock springs that will be stupid.
I could go on and on about other subjects on this guys web site.
Not just because he wrote it on a web page makes him right!
He is quite inacurate.
I seen 10.0 sec and even 9.0 sec Civics that I would not concider rice.
And a lot of this cars are project show cars and look good.
