Not rice, but an egotistical thing to do to boost one's self esteem in fooling himself and others into thinking his car is something that is rather not.
Also its something to laugh at.

Rep Power: 391 It could be classified as rice as per the definition "making the car appear faster than it is"... so for example... an Injen sticker when there is, in fact, no injen parts installed on the car... Does this car have a ferrari engine? I would highly doubt it... but it does have ferrari badges... thus, the badges reflect that the car is faster than it actually is...
This is, by a definition I've heard dozens of times reiterated all over this site, rice.
However, I don't exclude the possibility that these badges are a prank, or an inside joke... and thus might be nothing more than a public display of one's idea of fun.
The other possibility is that it is wishful thinking... however that would again lead me back to the 'injen' sticker reference...
