Double CLutching

Does anyone know what this is? I hear people talk about it but i dont know what it is. and does it help?

- clutch in
- shift to neutral
- clutch out
(all the following steps must be done as fast as poosible)
- rev match to what the engine rpm should be in your target gear
- clutch in
- downshift
- clutch out (right away)
