Is It Illegal to Not Have a License Plate on the front?

Not that I know of. Being that New York has begun to issue the new plates and that all registrants receive new plates, I would tend to this this is not true. By January of 2003, all vehicles in New York State are supposed to have the new "Empire Plates."
Question for Quicksilver:
One of the pet peeves that I have is when I see cars with the border frames around the license plate that obscures the state name. Usually you can recognize the state through other identifiers but that isn't the point. Don't most state laws require that the name of the state be visible? I think I have read that mottos, etc. may be blocked, on free speech grounds, but that the state name must be visible. Do you pull over vehicles where part of the plate is blocked like that?

You bet I do. It is also a pet peeve of mine. To my knowledge, the entire plate must be visable as issued by the Commissioner of Motor Vehicles. In my state, I could issue for "dirty/unreadable plate" or if the person modified the plate "improper registration."
