Body is in Good shape, and its $1000
I have been told to skip it because its

Is that really such a big Deal.
my toyota tercel is a obd1 and its really just runs good,
but has frame issues,.
any 411 please pass on.

Not safe at all in a crash, especially side impact. Make sure it at least has a metal bar in the doors and don't lower the car. I believe the seat belt location can clue you into this somehow, I read that somewhere.
Make sure it doesn't burn too much oil, not that a replacement engine costs much at all.
It'll be smelly since it probably doesn't have a very good catalytic converter (not high end + worn out) and no o2 sensors in place to see if it is working very well. Good from a maintenance point of view, bad in terms of human health
